Biography
Over the past 20 years, Jean Cattan has served as Secretary General of the French National Digital Council (CNNum), head of the national "Café IA" initiative, and advisor to the President of Arcep. He has also taught digital law and regulation at several higher education institutions, including Aix-Marseille University, Paris 8 Vincennes-Saint-Denis, Strasbourg, Panthéon-Assas, ENA, and Sciences Po Paris.
Throughout this period, his work has covered telecom regulation (including the negotiation of the European Electronic Communications Code), digital rights and liberties, net neutrality, terminal openness, and the fight against data retention and surveillance. His more recent work focuses on algorithmic pluralism and accountability, as well as the democratization of technology, including AI.
In recent years, he served as rapporteur for the 2026–2030 National Strategy on Foreign Information Manipulation and Interference.
Since 2012, he has held a PhD in public law (focusing on electronic communications and digital law) from Aix-Marseille University, and holds degrees from Sorbonne University and the College of Europe. He co-authored a book with Serge Abiteboul, published around 60 articles, and supervised all publications of the French National Digital Council from 2021 to 2025, including a dozen major reports, a weekly newsletter, and about 100 interviews.
